For the inclusion of people with disabilities into the society／障害者の社会参加促進のために
私はJICAでコミュニケーションの専門家として働いています。この仕事は、それぞれのプロジェクトを内側から深く知ることができるだけでなくイベントに参加する機会も得られ、プロジェクトとその受益者のために働く人々や受益者の考えを知る良い機会となっています。
その中で、多くの驚きやインスパイアされることに出合いました。
その一つは、日本の人々の援助への意欲です。経験や知識、リソースを共有しますが、プロジェクトの受益者に対してだけでなく、ナショナルスタッフに対してもそれらを共有します。一人だけではより良い明日を作ることはできないけれど、皆が一丸となり色々なことや仕事を経験することで到達することができる、という考え方が、すべての物事や仕事に貫かれています。日本はとても発展した国ですが、日本人は他国の支援のために経験や知識を共有するだけでなく、もっとも貴重なリソースである時間も捧げています。
また、大きなプロジェクトと草の根技術協力とのコーディネーションをする中でも、驚くことに出合いました。障害者の社会進出促進、人的資源や地方の開発をJICAが支援することは素晴らしいことです。JICAは人々への支援に重点を置いています。個人的に、世の中でもっとも重要なのは「人」であり、すべてのレベルにある人々を「人から人へと」サポートすることは重要だと考えています。
障害者の社会進出は、現代社会において、とても重要な問題です。私の国では障害者は恵まれない状況に置かれており、彼らは希望を持てずに家にこもっています。障害者を支援する団体がいくつかありましたが、ネットワークを作れず、その取り組みが実を結ばないだけでなく成果も得られず、障害者の権利のためではなく、人道的な援助などのために闘っていました。
「障害者の社会進出促進プロジェクト」が始まって以来、色々な変化がありました。JICAのプロジェクトにより、障害者の心にさまざまな変化が起こり、今では障害者のネットワークが築かれ、キルギスにJICA専門家が派遣されたり、キルギスから日本や他の国々に障害者が派遣されたりしています。彼らの視野が広がり、新しい仲間を得て一つになったとき、大きな力となり、援助は不要となり、さらには、彼ら自身で助け合えるということを理解するようになりました。彼らのまなざしが変わり、その目の中には、新しい力の光と希望が輝いています。そしてこの事実は健常者である私たちをも変え、私たちが障害者を助けるのではなく、私たちが平等で、友人同士であり、一緒に働くということができることが分かります。時に私は、彼らの力強さを感じます。
一方で、日本のボランティアが村人に小さな変化をもたらしました。子どもたちは日本語を学び、いつか日本へ行くことを夢見ています。今はまだ草の根レベルの友情ですが、将来は、大きな協力になるかもしれません。
正しい方向で草の根レベルの小さな変化をもたらし、すべての概念を完成させる力は、間違いなく素晴らしいことです。最も素晴らしいのは、この小さな変化がモザイクのように集まり、大きなプロジェクトや無償資金協力と共に、私たちをより良い明日へ導く世界の変化にもなり得るということです。
I am working for JICA as a communication specialist. This work gives me a great opportunity to know deeply about each project and to participate in many events. It is very good chance to know projects from inside and see and feel the thoughts and opinions of both sides - people, working for the project and its beneficiaries.
And I found many amazing, inspiring things.
One of them - is desire of Japanese people to support. Share their experience, knowledge, recourses. And share not only with beneficiaries of the projects, but with national staff, too. This idea, that nobody can go alone to the better tomorrow, but only together we can reach it, goes through all things and works. Japan is very developed country, but Japanese people dedicate huge resources to assist another countries, with great pleasure share their experience and knowledge, their time - the most valuable resource.
And another thing, which is amazing - coordination of grass roots work with big projects. It is really great that JICA supports such areas like inclusion of people with disabilities into the society, human recourses and rural area development. JICA concentrates on people. Personally I think the most important thing in the world is people, and it is very important to support people in all levels, 'from people to people'.
Inclusion of people with disabilities into the society ‐ this is very important issue for our modern world. The situation with disabled people in my country is very difficult ‐ they stay at home and have no hope. There were some organizations, working with disabled people, but there were no network, all efforts were separated and results were miserable, considering that instead of being together and fight for their rights together they were fighting with each other for humanitarian aid and other things.
And since the project 'Inclusion of people with disabilities into a society' started - many changes happened. Now we have a network of disabled people organizations, thanks to JICA project little by little producing changes in the minds of disabled people by many means - sending Japanese experts to Kyrgyzstan, sending disabled people from Kyrgyzstan to Japan and other countries. Their horizon widen, they are getting new friends and understanding that they are big power when they are together and that they do not need to be helped any more, moreover - they can help others! Their eyes change, new light of power and hope is shining in their eyes. And this fact changes us all - called non-disabled people, we understand that we do not have to help disabled - we are equal, we can be friends and work together. Even sometimes I have feeling that they are stronger...
Small changes in the sole of villagers produced by Japanese volunteers... Children start dreaming about learning Japanese language, to go to Japan... From here friendship starts, in a grass roots level now, but in future can grow into bigger cooperation.
This ability to produce small changes in the grass root level in the right direction to complete the picture is absolutely amazing! And the most amazing is how all this small changes are getting together like mosaic, flow together with big projects and grant aids and becoming global changes leading us to a better tomorrow... Together.
